Safety Officer / ADIS (India) key facts & eligibility
| Conducting body | No single national exam. The statutory Safety Officer qualification is the Advanced Diploma in Industrial Safety (ADIS), a one-year course examined and awarded by state Boards of Technical Education. For example, the course run at the DGFASLI Central Labour Institute in Mumbai is awarded by the Maharashtra State Board of Technical Education (MSBTE). Safety Officer duties and qualifications are set by each state under its Factories (Safety Officers) Rules. State PSCs also recruit Factory Inspectors and Industrial Safety & Health officers through their own written tests. |

| Mode | The ADIS board examination is set by the state board. It includes theory papers, project work, term work and practicals; at CLI Mumbai it is held in two six-month semesters. State PSC recruitment tests are separate. MPSC, for example, uses objective-type screening tests for Deputy and Assistant Director posts in its Directorate of Industrial Safety & Health. This Wrexa Edge mock is a multiple-choice knowledge check across that common statutory and technical syllabus. It is not a copy of any one board's paper. |
| Frequency | ADIS admissions run once a year at approved institutes, with board examinations at the end of each semester or year as the state board schedules them. PSC Factory Inspector and Industrial Safety posts are advertised as vacancies arise. |
| Scoring & marking | Board examinations use the marks and passing standards of the awarding state board. PSC screening tests publish their own marks schemes; MPSC's Deputy Director screening test, for example, is objective-type. This practice mock reports a percentage score by topic. |
| Score validity | ADIS is a permanent diploma. Whether you can be appointed as a Safety Officer depends on the qualification rules of the state where the factory is located. Under the OSH Code, 2020 (in force from 21 November 2025), states are moving to new Safety Officer rules, so check the current rules for your state. |
| Language | Course and board examinations are usually conducted in English. Some states also use the regional language; check with your state board or institute. |

Expert take: what Safety Officer / ADIS (India) really tests
India has no single "Safety Officer exam". The legally recognised route is the Advanced Diploma in Industrial Safety (ADIS), a one-year course awarded by a state Board of Technical Education. At CLI Mumbai, for example, MSBTE assesses it through theory papers, project work, term work and practicals. Each state sets Safety Officer qualifications in rules made under s.40B of the Factories Act, 1948, which required Safety Officers in notified factories with 1,000 or more workers. The OSH Code, 2020 has been in force since 21 November 2025 and lowers that threshold to 500 workers (250 for hazardous-process factories and construction). This mock tests the common syllabus behind ADIS and state industrial-safety recruitment: Factories Act and OSH Code provisions, chemical accident rules, hazard analysis, fire, electrical, hygiene and IS 3786 injury statistics.
Preparation tips
- Learn the thresholds as a table and know which law each comes from. Under the Factories Act: first-aid box per 150 workers, ambulance room above 500, canteen above 250, shelters above 150, creche above 30 women, welfare officer at 500, Safety Officer at 1,000. Under the OSH Code: Safety Officers at 500, or 250 for hazardous processes and construction.
- In India, IS 2190 Class C means flammable gases, not electrical fires. Electrical fires are dealt with by using non-conductive media (dry powder, CO2 without a metal horn, clean agent).
- Use the IS 3786 formulas exactly. Frequency rate = lost-time injuries × 1,000,000 ÷ man-hours. Severity rate = man-days lost × 1,000,000 ÷ man-hours. Incidence rate is per 1,000 persons employed. A death is charged as 6,000 man-days.
- Check every Factories Act section number against the bare Act. Chapter IVA (41A-41H) is the most heavily examined part: Site Appraisal Committee, disclosure, the Second Schedule exposure limits, the Safety Committee and the right to warn.
- For fault trees, multiply probabilities at AND gates. At OR gates use 1 − (1−p1)(1−p2). Simply adding them is only an approximation.
Common mistakes to avoid
- Quoting the Factories Act as current law. It was repealed by the OSH Code from 21 November 2025, although state rules framed under it continue until they are replaced.
- Mixing up the two "factory" definitions. The Factories Act counted 10 workers with power or 20 without; the OSH Code counts 20 with power or 40 without.
- Confusing the on-site emergency plan (prepared by the occupier) with the off-site plan (prepared by the district authority) under the MSIHC Rules.
- Treating PPE as the first control. It is the last line of defence after elimination, substitution, engineering and administrative controls.
- Using the US OSHA 200,000-hour base for frequency rate instead of the IS 3786 base of 1,000,000 man-hours.

Frequently asked questions
- Who must appoint a Safety Officer in an Indian factory?
- Under s.40B of the Factories Act, 1948, the occupier had to employ Safety Officers, if the State Government notified it, where 1,000 or more workers were ordinarily employed or where a process carried a risk of bodily injury, poisoning or disease. The OSH Code, 2020 (in force from 21 November 2025) requires safety officers in factories with 500 or more workers, hazardous-process factories with 250 or more, construction work with 250 or more and mines with 100 or more.
- What is ADIS and who awards it?
- ADIS (Advanced Diploma in Industrial Safety) is a one-year course recognised as the statutory qualification for appointment as a factory Safety Officer. State Boards of Technical Education award it. For example, the course at the DGFASLI Central Labour Institute in Mumbai is awarded by the Maharashtra State Board of Technical Education.
- What is the eligibility for ADIS?
- It varies by state board. At CLI Mumbai you need a degree or diploma in engineering or technology, or a science degree with physics or chemistry as a major. You also need relevant factory or construction experience: CLI lists 2 years for engineering graduates and 5 years for diploma holders and science graduates, or as the state board prescribes.
- Is the ADIS exam multiple-choice?
- Not usually. The board examination includes theory papers, project work, term work and practicals. Some state PSC recruitment tests for industrial-safety posts are objective-type, such as MPSC's screening tests for Deputy and Assistant Directors of Industrial Safety & Health. This Wrexa Edge mock is an MCQ knowledge check across the shared syllabus.
- Is the Factories Act, 1948 still in force?
- No. The Occupational Safety, Health and Working Conditions Code, 2020 came into force on 21 November 2025 and repealed 13 laws, including the Factories Act, 1948 and the BOCW Act, 1996. Rules and notifications made under the repealed Acts continue as far as they are consistent with the Code, until new rules replace them.
- How is the accident frequency rate calculated in India?
- IS 3786 defines frequency rate as the number of lost-time injuries × 1,000,000 ÷ man-hours worked. Severity rate is man-days lost × 1,000,000 ÷ man-hours worked. Incidence rate is injuries per 1,000 persons employed.
- Which fire classes are used in India?
- IS 2190 groups fires into Class A (solid combustibles), Class B (flammable liquids), Class C (flammable gases under pressure) and Class D (combustible metals). For fires involving energised electrical equipment, use non-conductive media such as dry powder, CO2 or clean agent.
